should normally be filled by teachers of British University standard

(e) the work done is rigidly tested by ex- amination, with the aid of external examiners—a matter of special importance in isolated institutions, where there is a danger of the standard being insensibly lowered:

(d) as an endowed institution, either is the time of its principal officers taken up in the collection of subscriptions nor is it unduly dependent on students' fees :

(e) the presence of business men on its Finauce Committee is a guarantee against ex- travagance:

(/) its accounts are subject to mouthly audit by chartered accountants, and the annual accounts are published in the press:

9) the endowment fund of the University is not only separated from current revenue, but cannot be used even for the purposes of capital expenditure.

Local Examinations.

A service rendered by the University to educa· tion in the Far East to which allusion ought to be mnade is the holding of Local Examinations. Senior and Junior, in conjunction with its Matriculation Ex- amination. Such examinations, conducted on the spot, can be more easily adjusted to local conditions
